Penalty Charge Notices

A Penalty Charge Notice has been issued because your vehicle was parked in a disabled bay without displaying a valid blue badge. If you receive a parking fine you have two options.

Pay the Fine

If payment is made within 14 days of the date of issue of the Penalty Charge Notice, then your case will be closed off. If your fine goes unpaid for more than fourteen days your case will be referred to our debt recovery team who will request your driver details from the DVLA. After the fourteen days have lapsed a further £25 pounds will be added to your fine and if court action is requested then we will add court costs to your account.

Pay your PCN (parking fine) online. Please quote the PCN number at all times.

Pay by telephone: Our office hours are Monday to Saturday 8:30am until 6.00pm. We are closed on Sunday and bank holidays. Please phone 0845 467 4008 and speak to an operator. Have your PCN number and vehicle details ready.

Pay by post. You can send payment for parking fines to the following address:

Cheques or Postal Orders must be crossed and made payable to: DPMS LTD. Please don't send cash. Please use the tear off section on the parking fine notice and write the PCN number (PCN) on the back of the cheque or postal order.

Challenge the fine

Please note that challenges cannot be resolved by telephone. If you believe that the PCN should not be paid you can challenge a PCN online or write to DCMS LTD. The law allows challenges to be made on the following grounds:

that the alleged contravention did not occur

that you were never the owner of the vehicle,

that you had ceased to be the owner of the vehicle before the alleged contravention took place

that you became the owner of the vehicle after the date the alleged contravention took place

that the vehicle was being driven by another person under a hire arrangement (this is for use by car hire companies only)

You may submit a challenge in the following ways, but ensure you quote the PCN number, the Vehicle Registration Number and your full name and address in all correspondence:

1) Challenge a PCN (parking fine) online , or

2) in writing to : DCMS Ltd, PO Box 47, Cardiff CF11 1QB

Please state briefly and concisely your grounds for challenge and include any supporting evidence if appropriate.

What happens if I have a disability badge but failed to display it?

Please phone 0845 467 4008 and speak to an operator who will take your badge details. Once verified your fine will be voided and notification sent out to you in the post.
